Can a Foreigner Buy a Semi-D or Bungalow in Malaysia? The Honest Answer

The short answer is yes — but where matters enormously, and the distinction that catches most foreign buyers out is that Kuala Lumpur and Selangor have fundamentally different rules about landed homes.
The distinction that decides your search
This is the single most important thing for a foreign buyer looking at Klang Valley landed property, and it is routinely glossed over:
- Kuala Lumpur permits foreign buyers to purchase landed property, with a minimum purchase price of around RM1 million.
- Selangor restricts foreign buyers to strata and landed strata property. Standard individual-title landed property is not available to foreign buyers there, and the minimum is around RM2 million in Zones 1 and 2.
So a foreign buyer who falls in love with an individual-title bungalow in Kota Damansara or Tropicana may simply not be able to buy it, while an equivalent home in Damansara Heights or Bangsar — both in Kuala Lumpur — is open to them at a lower threshold.
What "landed strata" means
Landed strata is a gated and guarded landed development held under strata title, with shared common property managed by a management corporation. The house is a house — a semi-D or bungalow on its own plot — but the title is strata rather than individual. A good number of modern gated enclaves in Selangor are landed strata, which means the Selangor door is not closed to foreign buyers; it is narrowed to a specific subset of stock.
Always confirm the title type, not the look
You cannot tell from viewing a house whether it is individual title or landed strata. Two identical-looking homes on the same street in the same gated scheme can differ. Have your solicitor confirm the title type in writing before you pay any deposit.
Which prime addresses are open to a foreign buyer
In Kuala Lumpur — landed is permitted
The prime KL landed addresses are available subject to the threshold: Damansara Heights, Bangsar and its hill pockets, Bukit Tunku (Kenny Hill), Country Heights Damansara, Sri Hartamas and Mont Kiara. Since prime KL landed generally transacts well above RM1 million, the threshold is rarely the binding constraint in these areas.
In Selangor — landed strata only
Kota Damansara, Tropicana, Ara Damansara, Saujana, Damansara Perdana, Mutiara Damansara and Aman Suria are all in Selangor. Foreign buyers can look at the landed strata stock within them at the RM2 million threshold in Zones 1 and 2, but not individual-title landed homes.

What foreigners cannot buy anywhere
- Malay Reserve land — reserved under state enactments, not transferable outside the qualifying class
- Customary (adat) land — particularly relevant in Negeri Sembilan
- Agricultural land — generally not available to foreign individuals
- Low and medium-cost housing — reserved for the domestic market
- Bumiputera-reserved units within developments
And one more restriction worth knowing
Johor excludes foreign buyers from single-storey and 1.5-storey terraced houses. Several states carry their own specific exclusions beyond the headline threshold, which is why the permitted type matters as much as the price.
Approvals and process
Foreign purchases generally require state authority consent, which your solicitor applies for after the sale agreement. This adds time to the transaction — plan on longer than the three to four months a local freehold purchase typically takes, and considerably longer for leasehold where separate state consent on transfer is also required.
The MM2H connection
Holding a Malaysia My Second Home visa does not exempt you from state minimum prices. MM2H tiers carry their own property purchase requirements — around RM600,000 for Silver, RM1 million for Gold and RM2 million for Platinum — but where a state threshold is higher, the state threshold takes precedence. A Silver tier holder cannot buy a RM600,000 property in Selangor, because Selangor's minimum is considerably higher.
How Ken helps
Ken works with foreign and MM2H buyers across KL and Selangor and knows which specific stock is actually available to a non-citizen — including which gated enclaves are landed strata rather than individual title. Tell him your budget and he will shortlist homes you can genuinely buy, rather than ones you will fall in love with and then be told are off-limits.

Frequently Asked Questions
Can a foreigner buy a bungalow in Malaysia?
Yes in Kuala Lumpur, where landed property is permitted to foreign buyers above a minimum of around RM1 million. In Selangor, foreign buyers are restricted to strata and landed strata property, so individual-title landed homes are not available there.
What is landed strata?
A gated and guarded landed development held under strata title with shared common property. The home is a normal semi-D or bungalow; only the title form differs — and in Selangor it is the form foreign buyers are limited to.
Which KL areas can a foreigner buy landed property in?
Damansara Heights, Bangsar, Bukit Tunku, Country Heights Damansara, Sri Hartamas and Mont Kiara are all in Kuala Lumpur, where landed is permitted subject to the roughly RM1 million minimum.
Does MM2H let me buy below the state minimum?
No. MM2H tiers carry their own property requirements — around RM600,000 Silver, RM1 million Gold, RM2 million Platinum — but where the state threshold is higher, the state threshold takes precedence.
What can foreigners never buy?
Malay Reserve land, customary (adat) land, agricultural land, low and medium-cost housing, and Bumiputera-reserved units. Johor additionally excludes single-storey and 1.5-storey terraced houses.
